How does HB 41 work?

HB 41 would require fuels used in vehicles to become less carbon intensive relative to 2018 levels, lowering carbon intensity 20% by 2030 and 30% by 2040.

Transitions away from fossil fuels

Transportation-related carbon emissions are the largest source of greenhouse gases in New Mexico. A clean fuels standard will reduce those emissions and wean our transportation system from dependence on fossil fuels.

Reduces carbon emissions from transportation

The targets apply to the entire value chain of transportation fuels. Credits are earned by producing cleaner fuels in New Mexico, generating or using cleaner electricity for transportation, using renewable fuels to replace traditional sources, or by decarbonizing fossil fuels.

Builds EV infrastructure

HB 41 will incentivize utilities to expand electric vehicle infrastructure such as charging stations across the state, enabling a convenient transportation alternative to communities throughout New Mexico currently affected by air pollution.

Grows our economy

HB 41 would set up a market for clean fuel producers to generate credits based on their carbon intensity score, providing a powerful incentive to maximize carbon reductions. Fuel producers that do not meet the standards can buy credits on the open market from clean fuel producers who earn credits.

Lowers fuel costs

HB 41 would apply to those who refine, blend, produce, or import fuel — not fuel retailers like gas stations. In states that have adopted a clean fuels standard, competition has provided consumers with a choice and led to lower fueling costs.

Our work in New Mexico

The Coalition has been advocating for a Clean Transportation Fuels Standard in the state since 2020. Our Coalition of supporters and stakeholders includes clean fuel producers, environmental nonprofits, public health organizations, diverse municipalities, and community members. The Coalition is steadily gaining new supporters throughout the state who see the benefit of a CTFS.

For the 2024 New Mexico Legislative Session, the Coalition is supporting CTFS Legislation, HB 41.

The bill recently passed House Energy, Environment & Natural Resources Committee.
